Dr. Mehmet Ali Uğur, a faculty member of the Department of International Relations at Yalova University, visited the University of Zaragoza – Huesca, Spain, from 27 April to 1 May 2026 as part of the Erasmus+ Staff Mobility for Teaching program.
During his visit, Dr. Uğur delivered an academic seminar hosted by Dr. Ana Monclus at the Faculty of Business and Public Management of the University of Zaragoza. The seminar, titled “Legal Status of the Turkish Straits and Contemporary Challenges,” addressed the historical development of the legal status of the Turkish Straits under international law, as well as contemporary challenges concerning the Straits.
The seminar examined the internationalization of the Turkish Straits in connection with the international legal status of the Danube River. Dr. Uğur discussed how legal and political concepts that took shape particularly during the 1930s have become increasingly blurred in the face of changing international circumstances and have consequently been subject to renewed debate. In this context, he addressed the discussions surrounding the legal status of the Straits, international transit regimes, and regional security in light of developments related to Ukraine and Syria.
The seminar also provided an opportunity for an academic exchange of views with a scholar from Romania, whose participation contributed a complementary perspective on the historical and legal connections between the Turkish Straits and the Danube River. The event facilitated an academic discussion on the status of international waterways, regional security, and contemporary issues of international law.
Dr. Mehmet Ali Uğur’s participation in the Erasmus+ Staff Mobility for Teaching program contributed to the development of international academic cooperation and the enhancement of international academic experiences among faculty members of the Department of International Relations at Yalova University.
